Bonnie Brady, executive director of the Long Island Commercial Fishing Association, said the bill would have helped fishermen meet their quotas, even if stormy weather or other conditions prevented them from getting out to fish. The regulations were put in place to protect the bass when their population plummeted in the 1980s.
