Slow New England fishing raises questions on cuts

But Tom Dempsey of the Cape Cod Commercial Hook Fishermen’s Association, a council member, questioned whether the cuts would truly be catastrophic, since fishermen aren’t catching anywhere near their full limits, anyway.
