NILS STOLPE: The New England groundfish debacle (Part IV): Is cutting back harvest really the answer?
While it’s a fact that’s hardly ever acknowledged, the assumption in fisheries management is that if the population of a stock of fish isn’t at some arbitrary level, it’s because of too much fishing. Hence the term “overfished.” Hence the mandated knee jerk reaction of the fisheries managers to not enough fish; cut back on fishing. What of other factors? They don’t count. It’s all about fishing, because fishing is all that the managers can control; it’s their Maslow’s Hammer. When it comes to the oceans it seems as if it’s about all that the industry connected mega-foundations that support the anti-fishing ENGOs with hundreds of millions of dollars a year in “donations” are interested in controlling. But our independent fishermen do not need — and, for the most part, do not want — bailouts, buyouts and more unsubstantiated rhetoric about declining stocks.
Full discosure of origin regarding the creation of the "Lubchenco Bailout Chronicals" or Concepts of Irony, where ironic jokes of inept administrators would be hilarious were it not so serious, must be revealed. Immediately
But one must ask, how could a MacArthur Genius be inept? How could another Harvard intellectual be such a lousy manager, while eco shills from American Progress ridicule cinycs that read and comment here at Ground Zero, while others bump the yellow line with a tire, claiming they were'nt drinking, as writers of integrity do something they themselves are not capable of? Telling the citizens the truth?
The disturbing issue of no mention, the reasons we conveniently find this disaster upon the storied New England ground fish fleet, the "best available science", has amazingly been abandoned.

This outside observer cannot ignore the revelations of the Chief scientist from the Northeast Science Center at the
Georges Bank Yellowtail Flounder Working Group Meeting May 23,2012 of which these council members, Paul Howard, Deirdre Boelke, Tom Nies, Rip Cunningham, Terry Stockwell, Jim Odlin, Mary Beth Tooley,Rodney Avila, and these industry representatives,
Jackie O’Dell, Vito Giacalone Northeast Seafood Coalition, Maggie Raymond Associated Fisheries of Maine/Sustainable Harvest Sector, Drew Minkiewicz Fishery Survival Fund, Tobey Lees Northeast Fishery Sector XIII, Peter Hughes Scallop Advisory Panel, Eddie Welch Scallop Advisory Panel, Richie Canastra Groundfish Advisory Panel, Bill Wells Scallop Advisory Panel heard Russ Brown state
"When you design a survey like that, there are a lot of trade offs you need to make in terms of spatially where you sample, the types of gear you're using, etc."
Unquestionably and without doubt, there is no basis to make decisions of policy and allocation for fishing year 2013, while the impact of "trade offs",etc, has brought the disgustingly suspected "Lubchenco Bailout Chronicals" front and center.
It has been publicly stated that these issues were not bore by the fishermen whom have done everything that has been demanded of them. It must be not them that pays the price.
