$300M in fisheries disaster relief makes it into federal spending bill

A massive congressional appropriations bill made public Tuesday includes $300 million in disaster assistance for fishing families and communities buffeted by downturns in Bering Sea crab as well as some Alaska and Washington salmon harvests. The full House and Senate still need to vote on the spending package. The $300 million in Alaska and Washington fisheries disaster funds is aimed at direct payments to crabbers and fishers and support for research and habitat restoration, according to Washington Democratic Sens. Alaska, Washington senators team up to seek disaster declaration for closed crab harvests

Sens. Lisa Murkowski and Dan Sullivan of Alaska and Sens. Patty Murray and Maria Cantwell of Washington sent the request to U.S. Commerce Secretary Gina Raimondo. The senators asked the secretary to act “as quickly as possible” to invoke the disaster declaration provision of the primary law governing marine fisheries, the Magnuson-Stevens Fishery Conservation and Management Act. “Many of these fishermen and businesses hail from both Alaska and Washington, and the impacts of these fishery disasters extend far beyond our states to consumers across the United States and the world,” the senators’ letter said. Senate passes bill with Jones Act waiver for Fishermen’s Finest vessel

The U.S. Senate on Wednesday, 14 November, overwhelmingly passed a bill that included language giving Fishermen’s Finest a waiver it needs to use its USD 75 million (EUR 66.4 million) fishing vessel in American waters. Senate leaders added the Jones Act waiver for America’s Finest, a 264-foot catcher-processor trawler, in its Coast Guard reauthorization bill. That bill, approved by a 94-6 margin, now goes back to the House of Representatives for its approval of the Senate’s changes. Federal legislation to authorize a $75 million Anacortes-built factory trawler to work in U. S waters has foundered — for the second time this spring — in the turbulent political seas of Congress. The measure was included in a Coast Guard reauthorization bill that failed, in a procedural vote, to get the support of 60 senators and move on to a final vote. A provision to allow the 264-foot vessel to net and process fish off Alaska failed to make it into the spending bill passed by Congress in March. >click to read<10:19

Puget Sound fishing firms tussle in Congress over new ship that ran afoul of federal law

By now, the $75 million America’s Finest should be deep into its first winter harvest season, catching and processing yellowfin sole and other fish in the Bering Sea. Instead, the 264-foot vessel — the largest trawler built in the Pacific Northwest in recent decades — is still unfinished. It sits moored at a dock at Dakota Creek Industries in Anacortes, and the shipyard has laid off more than 130 employees. Fishermen’s Finest wants the Washington and Alaska congressional delegations to back a straightforward waiver to the century-old Jones Act, which requires vessels transporting cargo and people between U.S. ports to have a hull largely made of American materials. >click to read< 13:46 

Cantwell’s legislation provides regulatory relief for smaller vessels like crab and salmon boats

WASHINGTON, D.C. – U.S. Senator Maria Cantwell (D-WA) introduced the Fishing and Small Vessel Relief Act (S.2194) to extend protections for fishermen and small vessel owners from adhering to costly requirements that do not tangibly protect or improve water quality for vessels of their size. An EPA study found that incidental discharges from these small vessels do not generate a significant threat to our waters. The bill will extend a current moratorium that exempts fishing vessels and vessels under 79 feet from incidental discharge permitting requirements mandated by the Environmental Protection Agency (EPA). These vessels have been continuously exempt since 2008 under a temporary moratorium as they do not pose a serious environmental risk. click here to read the story 21:35

Mayors go to D.C. to lobby for Anacortes shipbuilder

The mayors of Anacortes and Mount Vernon traveled to Washington, D.C., last week to urge legislators to forgive a local shipbuilder’s mistake. In speaking to the state’s Congressional delegation, Anacortes Mayor Laurie Gere lobbied for a waiver that would allow a ship built in the city to be used in U.S. waters, thus protecting the jobs of those who work for the shipbuilder. America’s Finest, the vessel in question, was built by Dakota Creek Industries in Anacortes for the Kirkland-based company Fisherman’s Finest for use in the Bering Sea. click here to read the story 13:50

Senator Cantwell casts a net for fishing advice

This is the culture of our state, this is about a way of life,” U.S. Sen. Maria Cantwell told a packed house of about 30 Pacific County fishing/shellfish industry representatives Saturday in the Port of Ilwaco’s tiny boardroom. Noting that fishing in all its various forms is a pillar of the county’s economy, Washington’s third-term junior senator, a Democrat, said “we want to keep it that way.” She expects to win passage this spring of the “crab bill.” This will ensure Washington’s most lucrative fishery continues operating under the generally popular tri-state process, in which the three mainland West Coast states negotiate season details among themselves. Cantwell also noted that reauthorization of the far-reaching Magnuson-Stevens Fishery Conservation and Management Act is coming up soon, something that will benefit from local input.
