Fishery Reform Post Brexit -New technology may allow regulation by effort rather than quotas

Among the few certainties of Brexit, one is that we will need a new, bespoke, British fisheries policy. The prime minister has confirmed that we will be leaving the Common Fisheries Policy. The fishing industry, though a small part of the economy, is highly symbolic, having been cheaply betrayed on entry into the European Union, when we donated to our EU partners the chance to fish a vast sea area. On leaving, Britain will control not only its 12-mile territorial waters, but also its 200-mile exclusive economic zone. This is a golden opportunity to learn from the management of fisheries around the world and design a system of exploiting our fish that is sustainable, conservationist and profitable. Matt Ridley: Beware The Corruption Of Science

As somebody who has championed science all his career, carrying a lot of water for the profession against its critics on many issues, I am losing faith. Recent examples of bias and corruption in science are bad enough. What’s worse is the reluctance of scientific leaders to criticise the bad apples. It took me a while to decide how to most accurately describe the situation that has been visited upon the New England fishing communities that are and since colonial times have been dependent on the groundfish fisheries.

While it’s a fact that’s hardly ever acknowledged, the assumption in fisheries management is that if the population of a stock of fish isn’t at some arbitrary level, it’s because of too much fishing. Hence the term “overfished.” Hence the mandated knee jerk reaction of the fisheries managers to not enough fish; cut back on fishing. What of other factors? They don’t count. It’s all about fishing, because fishing is all that the managers can control; it’s their Maslow’s Hammer. When it comes to the oceans it seems as if it’s about all that the industry connected mega-foundations that support the anti-fishing ENGOs with hundreds of millions of dollars a year in “donations” are interested in controlling.
