Sea lions, Gulf quotas, salmon bycatch top NPFMC agenda

npfmcA final decision is scheduled for Steller sea lion protection measures at the North Pacific Fishery Management Council’s October meeting. The council will meet Oct. 2-8 in Anchorage, with Steller sea lion protections slated to come up Oct. 3. Other items on the agenda are fishing limits for several crab stocks including Bristol Bay red king crab and Bering Sea snow crab, final action on an economic data collection program for Gulf of Alaska trawlers and groundfish harvest specifications. more@alaskajournal  Livestreaming information is here  13:31

New federal plan in works for reduction in trawler bycatch by Laine Welch

A new plan is being crafted by federal managers for Gulf of Alaska groundfish fisheries that will reduce bycatch by trawlers, and it will very likely result in a catch share plan. Now is the time for fishing residents to make sure the new program protects their access to local resources and sustains, instead of drains, their coastal communities. continued

The North Pacific Fishery Management Council (NPFMC) recently approved a restructured observer program that extends observer coverage to Alaska’s small boat fleet.  With the National Marine Fisheries Service (NMFS) taking over observer deployment, the industry-funded restructured program increases the cost of an observer day from the current $400 to approximately $1,000. NPFMC Moves on Halibut, Observer, Freezer Longline Vessel Issues

Federal fisheries regulators meeting in early October in Anchorage approved new halibut catch sharing and vessel observer plans, and cleared the way for replacement or rebuilding freezer longline vessels to greater lengths. The halibut catch sharing plan, which increases the allocation for charter vessels at the expense of the setline fleet, establishes a clear allocation, with sector accountability for commercial and charter vessels in Southeast and Southcentral Alaska. Once the plan is implemented, both sectors will be tied to the same abundance index and both will be accountable for their own wastage. Vessel replacement, Steller sea lions and crab on menu. The North Pacific Fishery Management Council meets Oct. 3-9 in Anchorage

The North Pacific Fishery Management Council, which meets Oct. 3-9 in  Anchorage, is poised to act on a vessel replacement plan, as well as discuss  Steller sea lions and the Bering Sea and Aleutian Islands crab and groundfish  fisheries. Halibut management and observation will also be on the table.

The council is slated for final action on a vessel replacement program for  freezer longline licenses authorized for Pacific cod in the Bering Sea and  Aleutian Islands.
