Halibut treaty marked new era in Canadian independence
On March 10, the 2023 wild Pacific halibut fishing season opens. Fishers licensed accordingly will be able to harvest the white-fleshed groundfish from Bering Strait to California until early December. That there is a halibut season at all on this coast is due to an agreement signed a century ago between the U.S. and Canada. The 1923 Convention between Canada and the United States of America for the Preservation of the Pacific Halibut Fishery of the Northern Pacific Ocean and Bering Sea, also known as the Halibut Treaty of 1923, is the first environmental treaty designed to conserve ocean stocks of a fish. ‘Tragedy of the Commons’ Will be the Fate of Marine Environment in Atlantic Offshore Wind Farms
Like the English commons, the Atlantic waters could take just so much ‘grazing’. The Canadian government finally recognized the cod fishery had crashed and closed it;,, Recognizing that fish could not be owned until they were caught, government regulators attempted to at least partially privatize fishing rights. So too, the waters in which they swim (Hague Line dividing CN and US waters in the Gulf of Maine and on Georges Bank.) Kodiak fishermen find extra work through halibut research amid stock concern
The Pacific halibut fishery may see a drop in stock over the next few years and the International Pacific Halibut Commission, which regulates the fishery, uses surveys in Kodiak waters to collect data.The surveys also give local fishermen another job to tackle during the winter season, especially with the recent announcement of the 80 percent cut to Pacific cod quota in 2018. click here to read the story 23:10
