NTSB Reiterates Call for Mandatory Personal Locator Beacons Following Investigation Into F/V Emmy Rose Sinking
The U.S. National Transportation Safety Board is reiterating calls for a personal locator beacon requirement following its investigation into the 2020 sinking of the F/V Emmy Rose that claimed the lives of four crew members off of Cape Cod. NTSB also reiterated an earlier safety recommendation to the Coast Guard to require all vessel personnel be provided with a personal locator beacon (PLB). NTSB issued that recommendation following the sinking of the cargo vessel El Faro in 2015 in which all 33 crewmembers perished. NTSB also reiterated the recommendation after the fishing vessel F/V Scandies Rose sank off Sutwik Island, Alaska, in 2019. The National Transportation Safety Board has concluded that the capsizing of the fishing vessel F/V Emmy Rose, which went down with all hands off Massachusetts in late 2020, was likely due to an unsecured hatch cover on its lazarette, which could have allowed rapid flooding when water accumulated on deck. In the early hours of November 23, 2020, The Emmy Rose was under way off Provincetown, Massachusetts with about 50,000 pounds of fish in her holds. Coast Guard confirms identities of missing F/V Emmy Rose Captain and Crew
The Coast Guard has confirmed the identities of the four missing fishermen from Maine whose vessel sank off the coast of Massachusetts early Monday. The four men aboard the Portland-based Emmy Rose were first identified by WCSH/WLBZ on Tuesday evening as Jeff Matthews, Ethan Ward, Michael Porper and Robert Blethen. Petty Officer Amanda Myrick confirmed their identities late Tuesday and said that Blethen was the captain of the vessel owned by Rink Varian. The 82-foot Emmy Rose and its crew were on a multiday trip to catch groundfish such as haddock, pollock and flounder. Involved in the search were:
- The Coast Guard Cutter Vigorous (WMEC-627) crew, a 210-foot Medium Endurance Cutter, homeported in Virginia Beach, Virginia
- The Coast Guard Cutter Key Largo (WPB 1324) crew, a 110-foot Patrol Boat, homeported in Gloucester, Massachusetts
- Air Station Cape Cod, Massachusetts, MH-60 Jayhawk helicopter, and HC-144 Ocean Sentry fixed-wing aircrews
- Coast Guard Station Provincetown, Massachusetts, 47-foot Motor Life Boat crew
Around 1:30 a.m., Monday, watchstanders from the Coast Guard First District Command Center, in Boston, received an Emergency Position Indicating Radio Beacon (EPIRB) notification from the 82-foot commercial fishing vessel, Emmy Rose, approximately 20 nautical miles off Provincetown.
The vessel owner reported there were four people aboard and there were no answers on the vessel’s satellite phone. Coast Guard crews recovered the Emmy Rose’s EPIRB, and life raft, with no sign of the fishermen, or vessel.
The weather on scene was reported 30-knot winds with 6-to-8-foot seas.
The Emmy Rose is homeported in Portland, Maine and was en route to Gloucester, Massachusetts. 18:43

Every time a Coast Guard crew embarks on a rescue mission to a commercial fishing vessel, we all want the same outcome – a successful rescue and safe return to shore. Maine communities know too well those outcomes vary. We rescued four fishermen in November 2018 after the Aaron & Melissa II sank 50 miles south of Rockland. Two years later, last November, we lost four fishermen when the Emmy Rose sank northeast of Provincetown. It’s been more than two weeks since Michael Porper Jr. was lost at sea, and his family continues to struggle with grief. The 38-year-old Gloucester native was among the four crewmen aboard the dragger F/V Emmy Rose when it went down early Nov. 23 off Provincetown. “It’s difficult, sometimes it’s really hard — just too much,” said his father, Michael. Porper said his son, known as Mikey, was born, raised and attended schools in Gloucester, and started working on fishing boats when he 15. “He really never stopped,” he added. “His great-grandfather was a famous fisherman, and he wanted want to be just like him,” he said, referring to Capt. Robert “Bobby” Waugh Blethen Jr. of Georgetown, Maine, passed away when his fishing vessel was lost to the sea on Nov. 23, 2020. Bobby was born on Nov. 20, 1979, in Portland, Maine, and raised in Yarmouth, Maine. He was a caring child who easily connected with those around him and who was often found taking things apart and putting them back together at an early age. He began working in the fishing industry as a teenager. He excelled at the challenging work and went on to captain several boats, most recently F/V Emmy Rose. Distress Call Audio: Coast Guard warns against false distress calls after suspected hoax near Sprucehead, Maine

BOSTON — The Coast Guard suspended its search Thursday at 11:15 a.m. for a vessel and crew reportedly taking on water in the vicinity of Sprucehead, Maine, after multiple searches yielded no findings or correlating information.
At approximately 6:30 a.m., Coast Guard Sector Northern New England watchstanders received a mayday transmission through VHF radio channel 16 – the internationally recognized hailing and distress frequency – from the crew of a 42-foot fishing vessel stating the boat was taking on water. Over several minutes the caller described the vessel and crew’s situation in detail, stating that the rudder was broken and the vessel’s dewatering pumps could not keep up with flooding.
Communication then ceased as Coast Guard rescue crews from Rockland and Cape Cod, Massachusetts, launched to search for the vessel and potential survivors.
“Our Coast Guard rescue crews thrive on taking risks for the sake of helping others in distress on the water,” said Capt. Brian LeFebvre, commanding officer of Coast Guard Sector Northern New England. “Hoax distress calls – like the one we received this morning – unnecessarily put our rescue crews at risk, drain resources, and may limit our ability to respond to actual emergencies. Today’s hoax is particularly offensive given the loss of 4 fishermen aboard the F/V Emmy Rose just last week. We will use all available resources to identify and hold the responsible individual accountable.”
The Coast Guard pursues all distress calls, and when dealing with hoax cases, crews will search until the nature and legitimacy of the calls are resolved. Willfully communicating a false distress message to the Coast Guard is a felony offense under federal law and punishable by up to six years in prison, a $250,000 fine, a $10,000 civil penalty and reimbursement to agencies for all costs incurred in responding to the false distress message.
The search covered approximately 62 square nautical miles and included Coast Guard and state responders.

The Coast Guard immediately launched a Coast Guard Air Station Cape Cod, Massachusetts MH-60 Jayhawk helicopter crew, and the Coast Guard Cutter Vigorous to search for the Emmy Rose. Upon arrival to the vessel’s last known position, Coast Guard crews discovered debris and an empty life raft.

- Coast Guard Station Provincetown 47-foot Motor Life Boat
