Fishermen in NCLA Video Explain the Need to Reel in NOAA’s at-Sea Monitor Rule

The New Civil Liberties Alliance released a video today outlining why it is unconstitutional to force Atlantic herring fishermen to fund government-mandated monitors at sea.
