NEFMC to NOAA on Closed Area Access: “Council Opposes 100% Observer Requirement” – “Your Arguments Are Not Convincing”
New England Fishery Management Council Chairman C.M. “Rip” Cunningham has written to NOAA Fisheries Northeast Regional Administrator John Bullard expressing the Council’s opposition to NOAA’s requirement for the industry to fund all at-sea monitoring coverage for closed area access. Chairman Cunningham suggests this requirement may prevent any participation in the program. He notes that as a result of the fragile economic state of many participants, the increased costs to fund observers may not be affordable. He also noted that little, if any, justification for this requirement was provided other than two general statements which the Council did not find convincing. Read the Letter

The legal document underpinning the decision of NOAA’s regional administrator against easing the 77 percent cod limit cuts seen as a death knell for the industry starting May 1 will not be shared with the public, the agency has advised the Times. According to NOAA officials, the office of NOAA General Counsel Lois Schiffer submitted a legal brief to Gloucester-based Northeast Regional Administrator John Bullard last month that gave the legal reasoning behind his decision against allowing the Northeast groundfishery, declared a disaster in September by the acting commerce secretary, to be allowed a second year of interim emergency relief from extreme cutbacks in Gulf of Maine cod. We’re writing to you today in response to the story headlined “Fishermen look to White House” (the Times, Page 1, Thursday, Feb. 22). 
This is an extremely challenging time for the commercial groundfish industry, in particular the groundfish-dependent port of Gloucester. All segments of the fleet are faced with radical reductions in catch limits on critical stocks set to begin on May 1. These cuts will undoubtedly bring our industry to its knees. In turn, this hurt will trickle down and affect fishing communities, shore-side businesses that depend on our landings, and American seafood consumers. Read more

Finally someone has the balls to do things right, and Safina the winey bitch is drooling with mad contempt while co-author Andrew Read, professor of marine biology at Duke University pouts with him. I think it’s time to land these porpoises, and process them for people to eat. I’m willing to eat it instead of wasting it. They like all other Marine Mammals are experiencing a population explosion thanks to the success of MMPA, a law pushed by environs and others in 1972 with no consideration of consequence. That being huge numbers of marine mammals! Bon Appetit!

Bullard is being called a heartless porpoise killer and a pushover, or worse, for the fishing industry. And it’s not just anyone doing the accusing.
