I’d say they bare a MAJOR FRACTION of the responsibility directly after the 1976 Magnuson Fishery Act. The Commerce department provided funds that over-capitalized the Fisheries after the Foreign Boats RAPED OUR OCEANS. They blindly believed the Ocean was and endless Resource instead of allowing it to recover and have the Fishery grow with the recovery. Such is the outcome of RECTAL CRANIAL INVERSION DISEASE.
