NOAA seeks jurisdiction of Lake Michigan waters next to Wisconsin – Protecting shipwrecks or shipwrecking the economy?

The National Oceanic and Atmospheric Administration (NOAA) is preparing to designate the waters of Lake Michigan next to Manitowoc, Sheboygan, and Ozaukee counties as a national marine sanctuary, and that has set off a howl of protest that the state is surrendering its jurisdictional authority to the federal government, which critics say could threaten commercial fishing and coastal recreational activities, among other things.
