Approximately six months have passed since Special Master Charles B. Swartwood III’s second volume of case studies into alleged violations of fishermen’s rights by NOAA law enforcement was completed and submitted to the Department of Commerce for redacting non-public information, deciding on reparations and making the document public…..But there would never have been a Swartwood I if administrator Jane Lubchenco and her chief counsel Lois Schiffer of the National Oceanic and Atmospheric Administration had had their way in 2010…..Schiffer, who joined Lubchenco’s senior staff, had written a memo to her describing an approach, which Lubchenco quietly adopted, to ignore fixable miscarriages of justice and build a reformed enforcement system without looking back. An environmental activist, Schiffer’s reputation for executive privilege dates from her time with the Justice Department in the Clinton administration.

Washington State Awarded $22 Million for Salmon Recovery – Pacific Coastal Salmon Recovery Fund

OLYMPIA – The Washington State Salmon Recovery Funding Board has received a $22 million federal grant to continue the state’s salmon recovery efforts in Washington. “A healthy Washington state economy is reliant on healthy salmon populations,” said Gov. Chris Gregoire. “Salmon support jobs and small businesses – especially our mom-and-pop tackle shops, restaurants, fishing guides and hotels. This grant not only will help Washington keep people employed, it will help our efforts to restore and protect our natural resources, making Washington a better place for all of us to live.” Of the $22 million, $15 million will be awarded by the Salmon Recovery Funding Board as competitive grants for projects statewide that will restore and protect the rivers, streams and bays that salmon need to recover. “The grant process is very competitive and works from the ground up,” said Kaleen Cottingham, director of the Recreation and Conservation Office, which administers the federal grant and supports the Salmon Recovery Funding Board. “Local communities wrote salmon recovery plans, which were approved by the National Oceanic and Atmospheric Administration (NOAA). Local watershed groups, called lead entities, select projects based on the priorities in those plans and community needs. State scientists review the projects to make sure they will be effective. The federal Department of Commerce’s NOAA administers the fund and will competitively award the $65 million for Fiscal Year 2012 among the states of Washington, Oregon, Alaska, Idaho and California, and to the west coast tribes.

“We are pleased to continue this investment in salmon recovery in the Northwest,” said Will Stelle, NOAA’s Northwest regional administrator. “In addition to improving our environment, salmon restoration projects generate jobs on par with dollars spent on infrastructure projects like roads and highways.”

So. I’m sittin’ here rackin’ my brain, just wondering, what beauracratic, moronic, opportunist would commission a group of dream team bean counters, with some financial hocus pocus wizards to invent a $180 million dollar loan package (that’s what it is) for a desperate, beleaguered, broken industry, and wondering what collateral is being used to support this Jane  (eliminator) Lubchenco, consolidation porn production?!!

My fish. Your fish. Our fish.

I mean, man. You know none of the politicians would come up with an idea like that?!

They BURN money. They don’t expect it to provide a return. They shovel it to get rid of problems. Shut people up. Closure.

Then they do it again for the next big thing!

But this. THIS is REALLY something!

A $180 Million dollar loan to buy up the rest of the guys that our politicians say they care about, the little guys, freeing up all kinds of fish to finance the thing.

$15 Million for at sea monitors that NOAA was looking at from their budget because it was a small boat breaker.

Paid for with our fish.

$30 MILLION so the big boys can have more fish, plus $5 million for sector management that should after two years should be self sufficient by now, and will be seeing an exodus of the disenfranchised.

And a paltry $7.5 MILLION for collaborative and “traditional” research?

From what I’ve seen of “traditional” lately from Team Eliminator, “traditional” should continue to be funded from “traditional” sources. Like the NOAA budget, while this industry aligned with schools like SMAST and VIMS get us what we need. Real results, not that eco system crap Rusty does.

That “traditional” has been continuous trade offs, as was revealed at the yellow tail working group meeting. Enough trade offs.

I say $7.5 Million for collaborative research should come from the NOAA budget. Its time the people’s money was used properly.

This thing has a familiar odor.
