National Marine Fisheries Service Policy Directive – Catch Share Policy

PURPOSE The purpose of this policy is to encourage well-designed catch share programs to help maintain or rebuild fisheries, and sustain fishermen, communities and vibrant working waterfronts, including the cultural and resource access traditions that have been part of this country since its founding.  DEFINITION “Catch share” is a general term for several fishery management strategies that allocate a specific portion of the total allowable fishery catch to individuals, cooperatives, communities, or other entities.     Its things like this that made me realize if we did not have a political shift, things would continue on the downward slide. This was one of those sneaky things like the Marine Monument designations. We need a major flushing of the bureaucrats in these agency’s. Perhaps this policy can be reversed.

    This latest edition of the Catch Share Policy was issued a week or two prior to Obama departing center stage. If you have one of the earlier versions, it includes an Executive Summary from Obama which states;
    “PURPOSE
    President Obama is committed to creating an integrated and comprehensive national ocean policy, incorporating ecosystem-based science and management, and emphasizing transparency and participation in our public stewardship responsibilities.”

    I’m unable to find that language in this latest release of Jan. 04, 2017!

      How about this language, No catch share plan shall be imposed without it going to a referendum vote with support of at least 2/3 of the fishermen it will impact.
      Remember? The language that was written into the law here in New England before they screwed us with this bullshit property rights program.

        Exactly! That was what was in Magnuson prior to his directive which as I pointed out was no longer visible in the latest release!

        It’s like he’s trying to distance himself from the mess he got us in with Catch Shares being imposed upon NE when Lubchenco paid us a visit at the NEFMC meeting.
