House Passes Sullivan’s American Fisheries Advisory Committee Act
U.S. Senator Dan Sullivan, a member of the Senate Commerce, Science and Transportation Committee, welcomed House passage this week of S. 497, the American Fisheries Advisory Committee Act, bipartisan legislation he introduced to create an industry-led committee to assist in the administration of fisheries marketing, research, and development grants. The Saltonstall-Kennedy (SK) Act provides funding for fisheries marketing, research, and development. These funds are derived from a portion of fishery import duties. To inform how these funds are allocated, Congress authorized a group of experts from different segments of the fishing industry to advise on commercial fishing problems and needs. Following a 1972 law, the original American Fisheries Advisory Committee was disbanded. In the committee’s absence, the National Marine Fisheries Service decides, by its own criteria, who receives grants. >click to read< 12:36
Senator Dan Sullivan Applauds Senate Passage of American Fisheries Advisory Committee Act
U.S. Senator Dan Sullivan (R-AK) is applauding the Senate passage of S. 1322, the American Fisheries Advisory Committee Act, bipartisan legislation he introduced alongside Senators Maria Cantwell (D-WA), Elizabeth Warren (D-MA), and Lisa Murkowski (R-AK) to create an Advisory Committee to assist in the awarding of fisheries marketing, research, and development grants. Alaska Congressman Don Young is the sponsor of companion legislation in the U.S. House of Representatives.,, S. 1322, the American Fisheries Advisory Committee Act unanimously passed the Senate on August 22, 2018 with a clarifying amendment offered by Senator Dan Sullivan and Senator Ed Markey (D-MA). Just when I thought I had no help, my was voice heard. Senator Markey’s aid, Kate Marchet, called to tell me the Senator would be in Gloucester to meet with constituents, and that she would like to meet with me. I had reached out to the Senator about my experience in Saint Petersburg last year on a panel to review S-K grant applicants, and was not pleased with NOAA’s selection process and distribution of the funds, and felt it is rigged by NOAA. Dear Readers I am pleased to let you know that thanks to your efforts I have received a call from the Senators aid, Kate Machate, regarding Senator Sullivan’s Bill, S1322 regarding the American Fisheries Advisory Committee Act. She relayed Senator Markey’s concern that Massachusetts would be left out. To all, My name is Joel Hovanesian and I am a commercial fisherman who resides in RI but have held a CT. licence for some 30 years. I have a small inshore vessel now after selling my offshore boat in 2010. I have been dealing with Mike Gambardella since he started in the Borough. I want to bring an issue forward and give insight to some thoughts. I have been an outspoken critic of the way we have been managing our fisheries here in New England and other places on the Eastern Seaboard. We all recognize the fact that regulations need to be in place for obvious reasons, however as often happens when the Federal Government gets involved with things, they have a tendency to take on a life of their own. >click to read<13:36

I just got a call from Bruce Schactler of the National Seafood Marketing Coalition, and it seems Senator Markey is still holding out on Bill S1322…the American Fisheries Advisory Committee Act. Senator, I have always supported you because you were there for us with regards to fisherman. I am a retired Captain and we have met in the past. Good Morning, Sam Parisi asked that I send this Bill and some backup information to you as we seek passage of this Bill out of the Senate where Senator Markey seems to have a hold on it thus lengthening and complicating the passage of the Bill. The American Fisheries Advisory Committee Act: S-1322 – Sam Parisi, Gloucester
Last year I served on a panel to review applicants for S-K Grant money in Saint Petersburg, 
along with ten other experienced fisherman thru out the USA. After two days of reviews we graded those and our mission was done. We had no idea who was awarded the grant money at the end of the two days. After a month the ones that were chosen were published. I notice one recipient from the East Coast was awarded $375,000 dollars yet I never saw come before the panel. I called the head man in Saint Pete and ask why I never saw it, and he said it was on a different panel. I was on both panels and it never came up. I believe that NOAA decides who gets the funds and the panel is there to appease the public. A Senator from Alaska heard my story and told me he was putting in a bill to go back to an advisory panel like it had in 1954. Bear in mind, this a year in the making and he asked for my help by contacting our Politian’s in the North East which I did. Two days ago Commerce Department approved his bill S-1322. The vote was 26 to one. What this means is NOAA will no longer receive the SKG money. A panel will be chosen by the Secretary of Commerce. Perhaps our fisherman will now see some of this money. Longtime Gloucester Fisherman Sam Parisi discusses regulatory issues he wants you to know about
My name is Sam Parisi I am a proud third generation Fisherman from Gloucester, Massachusetts. My involvement in the fishing industry spans well over fifty years, and sadly, I have never seen our fleet, our shore side infrastructure in Gloucester, and New England in the alarming position it is at this moment. This is the result of unacceptable mismanagement of our fishery at the hands of the NOAA/NMFS bureaucracy, which is expanding. Another troubling issue is the at-sea monitoring program.
