SB 29: Setnet permit buyback bill moves from Senate committee

Without objection, the Senate Resources Committee advanced Sen. Peter Micciche’s Senate Bill 29 to the Finance Committee March 8; the bill authorizes the state to buy back nearly half of the upper Cook Inlet setnet permits on the Kenai Peninsula from any members. “We’re finally at the end of our rope. Fishing families that have been fishing the East Side of Cook Inlet for generations are at the end of their rope,” Micciche said to the committee. “We want some of those fishing families to remain viable and give those that choose to be bought out an opportunity to move to other fisheries or to retrain for another line of work.” >click to read< 09:59

Cook Inlet setnet buyback program gains support

Cook Inlet fishermen are again pushing for a bill that would authorize a commercial set gillnet permit buyback, but with the budget battles ongoing, it may not advance this year. Senate Bill 90 is the latest version of the plan to set up a buyback program for setnet permits on Cook Inlet’s east side. About 440 permits exist on the east side, targeting primarily sockeye salmon with secondary catches of king salmon headed for the Kasilof and Kenai rivers. The bill, sponsored by Sen. Peter Micciche, R-Soldotna, aims to permanently remove up to 200 permits and their shore leases from the fishery. Sea otter resolution gets first hearing in Senate committee, asking Congress to amend the Marine Mammal Protection Act

A Senate committee Monday, March 12 heard from supporters and opponents of state involvement in the management of sea otters in Southeast Alaska. The Senate Resources committee held its first hearing on Senate joint resolution 13, which calls on the federal government to allow the state or a Native organization to co-manage the rebounding marine mammals and seek ways to increase harvest of otters. >click to read< 14:53

The New England groundfish debacle (Part III): who or what is at fault? Nils E. Stolpe/FishNet

It took me a while to decide how to most accurately describe the situation that has been visited upon the New England fishing communities that are and since colonial times have been dependent on the groundfish fisheries.

While it’s a fact that’s hardly ever acknowledged, the assumption in fisheries management is that if the population of a stock of fish isn’t at some arbitrary level, it’s because of too much fishing. Hence the term “overfished.” Hence the mandated knee jerk reaction of the fisheries managers to not enough fish; cut back on fishing. What of other factors? They don’t count. It’s all about fishing, because fishing is all that the managers can control; it’s their Maslow’s Hammer. When it comes to the oceans it seems as if it’s about all that the industry connected mega-foundations that support the anti-fishing ENGOs with hundreds of millions of dollars a year in “donations” are interested in controlling.
