While the number of foreign offshore fishing vessels dropping gear outside Canada’s 200-mile limit has declined significantly since the 1990s, what remains the same is the criticism of the penalties given to vessels that break the rules. Under the Northwest Atlantic Fisheries Organization (NAFO), which manages the area, vessels cited for have to be dealt with by their home countries — the NAFO contracting parties.
