Governor Baker: Codfather windfall should fund electronic monitoring

Baker, in a letter to federal fishing regulators late last month, sided with a dozen state lawmakers and local officials who are urging the proceeds from the forfeiture of Rafael’s fishing fleet and any financial penalties tied to his case to be used to pay for electronic catch monitoring. The money to pay for monitoring would relieve a major financial pressure on the state’s fishermen who have to pay for at-sea monitors who ensure compliance with catch-quotas designed to protect the health of groundfish stock. click here to read the story 18:25

The Codfather will Cop a Plea!!! – Rafael scheduled to plead guilty to evading fish quotas, smuggling money

“The Codfather”, Carlos Rafael, who the Department of Justice labeled as the owner of the largest commercial fishing business in New England, will plead guilty to federal charges as part of a settlement he reached with the government, the U.S. Attorney’s office in Massachusetts said on Wednesday. Rafael, of Dartmouth, was scheduled to appear in federal court on March 20. Instead he’s scheduled to plead guilty to evading fishing quotas and smuggling profits to Portugal in U.S. District Court in Boston at 2 p.m. on March 16. The U.S. Attorney’s office provided no further details regarding the plea deal. Rafael’s attorney, William Kettlwell, did not return requests asking for comment. Read the rest here 17:06

It took me a while to decide how to most accurately describe the situation that has been visited upon the New England fishing communities that are and since colonial times have been dependent on the groundfish fisheries.

While it’s a fact that’s hardly ever acknowledged, the assumption in fisheries management is that if the population of a stock of fish isn’t at some arbitrary level, it’s because of too much fishing. Hence the term “overfished.” Hence the mandated knee jerk reaction of the fisheries managers to not enough fish; cut back on fishing. What of other factors? They don’t count. It’s all about fishing, because fishing is all that the managers can control; it’s their Maslow’s Hammer. When it comes to the oceans it seems as if it’s about all that the industry connected mega-foundations that support the anti-fishing ENGOs with hundreds of millions of dollars a year in “donations” are interested in controlling.
