Congressmen urge NOAA to extend at-sea monitor waiver for Northeast commercial fishing vessels
In a letter to Neil Jacobs, an acting undersecretary at the Department of Commerce, U.S. Reps. Seth Moulton and Bill Keating said a continuation of the at-sea monitor waiver is “critical to both protect the health and welfare of fishermen who are working to sustain their operations and to maintain our region’s seafood supply during the continued COVID-19 pandemic.” On March 24, NOAA Fisheries implemented the at-sea monitor waiver and took the observers off the boats. Mass Delegation Urges USDA to Buy American Seafood Under CARES Act
U.S. Rep. William Keating, who represents the 9th Congressional District in Massachusetts, joined some of his Capitol Hill colleagues today in urging the USDA to include U.S. seafood companies in a $9.5 billion program designed to help farmers affected by the coronavirus. Keating, Rep. Seth Moulton, and Sens. Ed Markey and Elizabeth Warren wrote to Agriculture Secretary Sonny Perdue and said the federal government should take steps to buy American seafood through the CARES Act agricultural assistance program. >click to read< 08:41

Leaders from industry, science and advocacy convened on Capitol Hill this week for a congressional briefing and panel discussion on the North Atlantic right whale extinction crisis. Despite being a busy week in Congress, the room was packed with attendees interested in learning more about the status of the right whale and opportunities for Congress to support the recovery of the species. NRDC cosponsored the briefing and I had the pleasure of presenting on the panel, which was held in cooperation with Representatives Seth Moulton (D-MA) and Jared Huffman (D-CA). The panel provided a compelling overview of the severe threat posed by entanglement, ongoing and future actions aimed at reducing right whale deaths, and the international cooperation needed to secure the whale’s future. >click to read<20:51

Today, Congressman Bill Keating was an original cosponsor of the Scientific Assistance for Very Endangered (SAVE) Right Whales Act. The legislation is sponsored by Congressmen Seth Moulton (MA-06) and John Rutherford (FL-04). The other original cosponsors are Jared Huffman (CA-02) and Rep. Bill Posey (FL-08).,, The SAVE Right Whales Act of 2019 would create government grants that states, non-profits, and members of the fishing and marine shipping industries can use to fund research and efforts that restore the North Atlantic right whale population. Pingree Helps Lead Effort to Provide Trade Relief to Fishermen
Congresswoman Chellie Pingree (D-ME) has signed on as an original cosponsor of legislation that Congressman Seth Moulton (D-MA) introduced today to provide disaster relief to fishermen who have been harmed by the repercussions of the Trump Administration’s trade actions. “Farmers haven’t been the only ones to suffer the consequences of the Trump Administration’s sloppy trade actions. U.S. Rep. Seth Moulton voted against the House bill to reauthorize the Magnuson-Stevens Act on Wednesday because the bill undermines efforts to improve the science used to generate stock assessments and pits fishing stakeholders against each other, the congressman said in a statement Friday.,,, “Over the past three years and through numerous conversations with fishermen, scientists and environmental groups, one thing has been made abundantly clear: We need to improve the science behind our federal stock assessments,” Moulton stated. “The reauthorization of Magnuson-Stevens undermines our efforts. We need everyone on the same page. Booker, Carper, Nelson Introduce Bicameral Bill to Establish Grant Program for Right Whale Conservation
U.S. Senators Cory Booker (D-NJ), Tom Carper (D-DE), and Bill Nelson (D-FL), along with Senators Bob Menendez (D-NJ) and Kirsten Gillibrand (D-NY) have introduced a bill to protect the highly endangered North Atlantic right whale. Booker is a member of the Senate’s Environment and Public Works Committee, Carper is the top Democrat on the Environment and Public Works Committee, and Nelson is the top Democrat on the Senate’s Commerce Committee, which oversees ocean policy. Rep. Seth Moulton (D-MA), along with Reps. Raul Grijalva (D-AZ), Jared Huffman (D-CA), and Bill Keating (D-MA), has introduced a companion measure in the House of Representatives. >click to read<18:46
EU live lobster ban could cut off $125M Mass. market
Hoping to preserve a $125 million Bay State export market, the Massachusetts Congressional delegation has raised objections with the European Commission, arguing against a ban on live imports of American lobster. In a letter dated Wednesday and signed at the top by U.S. Sen. Ed Markey and Congressman Seth Moulton, the all-Democrat delegation made an economic and scientific pitch for why the trade should continue. The delegation wrote to Daniel Calleja Crespo, directorate-general for environment of the European Commission. “It is our hope that the EU’s Scientific Committee will uphold a commitment to making a data-based decision as they consider the potential listing of American lobster as an invasive species,” the letter says.
