Broken Bureaucracy – Magnuson-Stevens Act – It’s All Out of Balance

Since 1976, when the Magnuson-Stevens Act went into effect, both Captain Krusa’s regulation by natural selection and the Magnuson-Stevens Act’s promised balance between controlling harvests and protecting fishing communities have gone by the board. To be fair, the job has become extraordinarily complex, in large part because fish are hard to count, but also because the regulatory machinery, which includes government scientists, battling user groups, powerful conservation groups, and industry representatives, is broken. New foundation looks to rewrite federal fisheries act with help from Montauk fishermen

New fishing advocacy group has ambitious agenda

big motauk 007NEW BEDFORD — A new group has thrown its hat in the ring in the battle over  current fishing regulations in New England and they have national ambitions. “I think that everyone is very receptive to a voice that comes at the issue  of fisheries management from a very practical perspective,” said attorney and  former New Bedford mayor Scott W. Evaluating Effectiveness of Fish Stock Rebuilding Plans In the United States by Brian J. Rothschild and Kate Kramer

viewer call to action!Recently the National Research Council (“NRC”) published a report of a study about the effectiveness of fish stock rebuilding plans in the United States.  A basic thrust of the report is that fishery management plans are administrated in a prescriptive and formulaic manner without regard to the scientific “facts.” The report suggests that a more flexible approach would result in more efficient management. The problems with the prescriptive and formulaic approach are exemplified in the reports discussion of the ten-year rebuilding mandate. It is clear that the drafters of the report are thinking of a scientific approach that is alternate to the current approach. We ask, does the approach advocated by the NRC of the National Academy of Science become the best science available? more@centerforsustainablefisheries

viewer call to action!New Bedford – The first board meeting of the fledgling advocacy group calling itself the Center for Sustainable Fisheries on Wednesday elected former U.S. Rep. Barney Frank as chairman and retired UMass marine scientist Dr. Brian Rothschild as its president and CEO. Former Mayor Scott Lang, who has been steering the organization, said that with both of those men retiring, it was the “perfect opportunity” to bring them into a group that wants a “rational plan” for fisheries management. The group, which hopes to have national reach, has raised $105,000 in three weeks, Lang said. But as it sets out to be a counterweight to environmental groups that have millions of dollars of foundation money at their disposal, fund-raising will be a major issue for the new center. more@sothcoasttoday  04:06

New England: The Center For Sustainable Fisheries About To Launch

A new organization, committed to finding ways to help solve the crisis in New England’s Commercial Fishing Industry, is about ready to begin its work. The principals behind the Center for Sustainable Fsheries (sic) plan a formal “launch” later this month.  They include noted marine scientist Dr. Brian Rothschild, former Mass.
